According to a Salt Lake City Police Department news release, Holly Angelina Smith lost her custodial rights of her 1-year-old baby girl. She was then asked to hand her daughter over to state custody when she allegedly took the child on Friday, triggering an AMBER Alert.

Four people, including the mother of the victim, have been arrested following a Salt Lake City kidnapping that prompted an AMBER Alert. Police said the 18-month-old girl, who was safely located, has been turned over to the Utah Division of Child and Family Services.
